Title: TDA 38-B: SA OOT... can consensus be reached on how to treat the skipped hand?

At Summit VI, much progress was made on substantial action out of turn, (see TDA Rule 38-B). However consensus was not reached on how to treat the skipped hand. Can any further progress be made on this topic? One thread discussing the subject is here:
